As the Senior Procurement Negotiator for the Office of the United States Trade Representative (USTR), Jean Heilman Grier has responsibility for developing U.S. policies and positions related to negotiations of government procurement obligations in multilateral and bilateral trade agreements.  She leads negotiations for the United States on the World Trade Organization Agreement on Government Procurement, as well as free trade agreements.  Ms. Grier also serves as the United States representative on the WTO Committee on Government Procurement.  She advises U.S. government officials on government procurement issues and chairs the interagency trade policy subcommittee on government procurement.  In her work, Ms. Grier regularly briefs staff of relevant Congressional committees and industry groups on the status of negotiations. 

 

Prior to joining USTR, Ms. Grier served as Senior Counsel for Trade Agreements in the Office of the General Counsel of the U.S. Department of Commerce where she worked on a wide range of international trade issues, including the negotiation of the North American Free Trade Agreement (NAFTA) and numerous Japanese bilateral agreements, as well as government procurement issues.

 

Before she joined the federal government in 1987, Ms. Grier was an Assistant Attorney General with the State of Minnesota, where she worked on a variety of issues, including public utility regulation, environment protection and enforcement of consumer protection laws.

 

Ms. Grier received law degrees from the University of Minnesota (J.D.) and the University of Washington (LL.M).  Her undergraduate degree is from South Dakota State University.  She is admitted to the bar in Minnesota and the District of Colombia.  She has published extensively in law journals on international trade topics.
